Cedar City hard water guide (2026)
What Cedar City's water report says and doesn't say, how to read a hardness test, who's licensed to install equipment in Utah, and how to keep a softener working in a cold, dry valley.

What does Cedar City's water report show?
Cedar City publishes an annual drinking water quality report. The 2025 edition lists eight wells and four springs and reports total dissolved solids from 180 to 804 ppm, sulfate from about 3 to 347 ppm and sodium from about 4 to 28 ppm. Arsenic ranged from 0 to 4.4 parts per billion against a federal limit of 10, and nitrate from 0 to 3.08 ppm against a limit of 10. The wide ranges reflect different sources, not a single number for the whole city.
The report doesn't include a hardness figure, and neither do the 2025 Enoch or 2024 Parowan reports. Enoch reported dissolved solids of 272 to 404 ppm and Parowan 356 to 428 ppm (2022 sampling). Without a published hardness number, a test at your own tap is the best guide for sizing a softener.
How is hardness measured?
Labs report hardness in milligrams per liter as calcium carbonate; softener sellers often use grains per gallon. The USGS scale is a handy reference: 0 to 60 mg/L is soft, 61 to 120 moderately hard, 121 to 180 hard, and more than 180 very hard. Hardness comes mostly from calcium and magnesium. Ask any company that tests your water to show you the result and the units, and keep a copy.
Who can install a softener in Utah?
Utah's contractor licensing rules, R156-55a-301, list a classification called S410, Boiler, Pipeline, Waste Water, and Water Conditioner Contractor. Its scope includes water conditioning equipment and only the pipe and fittings needed to connect that equipment to the water supply within the premises. Ask which license the company holds and look it up through the Utah Division of Professional Licensing before you sign.
Why does efficiency matter in Cedar Valley?
Cedar City's 2024 water conservation plan describes the Cedar Valley aquifer as being mined: withdrawals average about 28,000 acre-feet a year against a safe yield of about 21,000, and the water table has been dropping about three feet a year. Among its listed best practices, the plan says the city could encourage replacing inefficient home water softeners. If your softener regenerates on a fixed timer, ask about a demand-based valve and settings matched to your hardness.
How do I protect a softener from freezing?
Cedar City gets about 11 inches of precipitation and close to 48 inches of snow in an average year, and average daily lows stay below freezing from November through April, with a record low of -26°F. Softeners in garages are exposed. Keep the unit off exterior walls where you can, protect the drain line, and if the softener ever freezes, put it in bypass and have it checked before running it again.
Questions to ask a softener company
- What did the hardness test show, in what units, and can I have a copy?
- Which Utah contractor license do you hold?
- How did you size this unit for my household?
- How is the valve set to regenerate, and how much salt and water will it use?
- Where will the drain go, and how will it be protected from freezing?
- What's warrantied, by whom, and for how long?
Common questions
Does Cedar City publish its water hardness?
Its 2025 water quality report doesn't list a hardness figure. It does report total dissolved solids of 180 to 804 ppm across sources. Test your own tap for hardness.
What counts as very hard water?
The U.S. Geological Survey classifies water with more than 180 mg/L of hardness as calcium carbonate as very hard.
Is there a Utah license for water softener installers?
Utah's contractor rules include the S410 classification, whose scope covers water conditioning equipment and the pipe and fittings needed to connect it inside the premises.
